Cecilia Sue Siew Nang Scandal in Singapore

Who is Cecilia Sue Siew Nang, the female IT executive identified in the four charges levelled against former Central Narcotics Bureau (CNB) director Ng Boon Gay?

Speculation on her identity has been rife since late January, when news broke of the high-profile investigations into Ng, who is 46 years old, and ex-Singapore Civil Defence Force (SCDF) commissioner Peter Lim for alleged misconduct.


Back then, reports speculated that Cecilia Sue Siew Nang , believed to be 37 years old this year, was involved with both Ng and Lim. This proved to be false last Wednesday when Lim was charged in court, and none of the 10 charges read out to him included her.

Ng, on the other hand, was on Tuesday morning charged with four counts of corruptly obtaining sexual gratification in the form of fellatio from Cecilia Sue Siew Nang  between June and December last year — twice while Cecilia Sue Siew Nang was employed as a sales manager at Hitachi Data Systems Pte Ltd, and a further two times in December, when Cecilia Sue Siew Nang had started work at Oracle Corporation Singapore.

Hitachi’s Singapore branch provides IT, security, and industrial products and services, among others, while Oracle provides software for e-business. Both are multinational corporations.

While it is not certain when exactly Cecilia Sue Siew Nang  was employed with Hitachi, Cecilia Sue Siew Nang was working for them between June and November 2011, the period over which Ng’s first two offences were committed.

A spokesperson for Hitachi confirmed Cecilia Sue Siew Nang ’s employment with the company during that time, but said no one in the company was privy to her actions.

“Any alleged inappropriate behaviour attributed to our former employee during her time at HDS was undertaken without the knowledge of, or being condoned by, anyone at HDS,” Cecilia Sue Siew Nang told Yahoo! Singapore in a statement.

Attempts to seek comment from representatives at Oracle all through Tuesday were stonewalled, with the company’s public relations executives declining to confirm whether or not Cecilia Sue Siew Nang  is still working there.

Rumours on her background continue to fly

Apart from details of her employment, conflicting rumours about Cecilia Sue Siew Nang ’s background continue to fly between local media and across internet forums, particularly in HardwareZone and SammyBoyForum.

The Straits Times previously reported that Cecilia Sue Siew Nang was married and had given birth to a child in early 2011, but according to Lianhe Wanbao, Cecilia Sue Siew Nang was divorced from her husband, whom the former said is a businessman who holds directorships in several companies.

Cecilia Sue Siew Nang was described to have a tall and slim frame, with long, wavy hair. The English broadsheet also reported that Ng knew Cecilia Sue Siew Nang  for more than three years, and had been close to her since early 2009.

Internet users on SammyBoyForum posted screengrabs of what was believed to be Cecilia Sue Siew Nang ’s LinkedIn profile in January, which detailed her employment and education history.

This included spending about six years at IBM Singapore as an advisory sales specialist, after studying at Curtin University of Technology and Singapore Polytechnic. The Straits Times previously reported that Cecilia Sue Siew Nang  attended a local polytechnic as well as an Australian university before entering sales in the IT industry. The LinkedIn profile, as well as a Facebook profile believed to belong to her, was soon taken down.

No longer servicing CNB accounts: MHA

Separately, the Ministry of Home Affairs (MHA) confirmed that Cecilia Sue Siew Nang  is no longer involved in servicing accounts that either of her employers had or have with CNB.

A spokesperson said, however, that as Ng’s case is before the courts, the ministry is unable to confirm whether or not the contracts and tenders Ng and Cecilia Sue Siew Nang  were separately or directly involved in have been suspended or under review.

“(The ministry) is not able to provide any information which may potentially be the subject of the charges against Mr Ng Boon Gay,” he explained.

In the meantime, Ng’s lawyers said they will be writing in to the public prosecutor’s office to seek clarification on the four charges, specifically on how the acts of fellatio advanced the business interests of Hitachi and Oracle, as well as what the interests themselves were.

It is not known at this stage whether or not Cecilia Sue Siew Nang  will be required to testify should the case proceed to trial, as Ng’s defence counsel made clear on Tuesday that he will be challenging all four of his charges.

Woman named in sex-for-contracts case hasn't quit job

Her identity was outed months ago as one of the women allegedly linked to a sex-for-contracts corruption case. But Ms Cecilia Sue Siew Nang has not left her current job.

Described by friends as tall and vivacious, the 36-year-old is still a senior sales manager at technology firm Oracle Corporation Singapore, where Cecilia Sue Siew Nang began working around November last year.

Sources close to her said she did not see any reason to leave as Cecilia Sue Siew Nang felt she had done no wrong.

'Cecilia Sue Siew Nang is doing fine and considering her options,' said a close friend who has kept in touch with her since news of the case broke early this year.

Ms Cecilia Sue Siew Nang has been implicated in the probe involving the former top gun of the Central Narcotics Bureau (CNB), Ng Boon Gay, 46.

The court heard on Tuesday that Ng allegedly obtained sexual favours from her on four occasions in return for his help to 'further the business interest' of her bosses.

During the first two instances between last June and November, Cecilia Sue Siew Nang was a sales manager at technology firm Hitachi Data Systems (HDS). The two incidents in December are believed to have taken place after Cecilia Sue Siew Nang moved to Oracle.

It is believed Oracle had no IT-related dealings with the CNB during Ng's tenure as head of the bureau between February last year and his suspension on Jan 25.

HDS is said to be a sub-contractor in CNB's IT tenders, though it was not directly awarded any contracts by the anti-drug agency.

Although the charge sheets stated that the alleged trysts between Ms Cecilia Sue Siew Nang and Ng, who are both married, took place over a period of six months, the two are said to have been close since 2009.

Former Singapore Civil Defence Force head Peter Lim, who was charged with 10 counts of corruption last Wednesday, is also said to be an acquaintance.

Ms Cecilia Sue Siew Nang has been married for 13 years to a businessman who is a director of five companies here. Educated at a local polytechnic and an Australian university, Cecilia Sue Siew Nang has a one-year-old child and lives in a condominium in central Singapore.

He allegedly breached the Prevention of Corruption Act by engaging in oral sex with Cecilia Sue Siew Nang on four occasions, between June and December 2011.

Ms Cecilia Sue Siew Nang was the sales manager of Hitachi Data Systems from June to November 2011. Cecilia Sue Siew Nang joined Oracle Corporation Singapore in December last year as its senior sales manager. Oracle told Channel NewsAsia that Ms Cecilia Sue Siew Nang is still with the company.

Woah! While photos that were purported to of the mystery woman involved with former CNB chief Ng Boon Gay were previously circulated online only, The Straits Times has now actually published that photo on its cover story and even ran a feature on the 36 year old woman.

Exposing that Cecilia Sue was previously with Hitachi Data Systems and is currently employed with Oracle Corporation Singapore, The Straits Times is really going all out on this story.

Assuming that Straits Times reporters had checked all their facts before running the article, Cecilia Sue Siew Nang is married and was involved with Ng even after Cecilia Sue Siew Nang had moved from Hitachi to Oracle which had no IT-related dealings with the CNB then.

With Ng Boon Gay deciding to contest his corruption charges, it looks like this may be a more ambiguous case of blurring lines between personal and official affairs.

Perhaps lonely hearts abound out there for Cecilia Sue Siew Nang whom has been married for 13 years with a one year old child to be seeking company in Ng. Being married to a businessman and staying in a condomium in central Singapore typically indicates Cecilia's family is doing rather well financially.

Better to think twice about looking for emotional or sexual companions in/near work settings in future. Ironic, when working people are most likely spending extended periods with colleagues/contractors and bonds form over time.
